What is DILG Sub-Cluster 1?

The DILG Sub-Cluster is the basic field office of the Department of the Interior and Local Government. Sub-Cluster 1 of Ilocos Sur is responsible for assisting, supervising, and coordinating with the 11 Local Government Units of the First Congressional District.

The Sub-Cluster system was established to ensure that DILG's mandate of strengthening local governance is effectively delivered at the grassroots level. Rather than managing all LGUs from a central provincial office, each Sub-Cluster is assigned a manageable cluster of municipalities to focus on, allowing for deeper engagement and more responsive support.

Sub-Cluster 1 covers the municipalities comprising the First Congressional District of Ilocos Sur, a district currently represented in the House of Representatives by Rep. Ronald V. Singson. This district encompasses Vigan City (the provincial capital and UNESCO World Heritage Site), and the surrounding municipalities stretching along the South China Sea coast.

Purpose and Mandate

Sub-Cluster 1 exists to serve as the primary bridge between the national DILG and the 11 LGUs of the First Congressional District.

Governance Assessment

Conduct regular assessments of LGU performance to identify strengths, weaknesses, and areas for improvement in local governance.

Capacity Building

Facilitate training programs, workshops, and knowledge sharing to enhance the capabilities of LGU officials and employees.

Community Development

Support and facilitate community-driven development programs that empower citizens to participate in governance and development planning.

Compliance Monitoring

Monitor LGU compliance with national laws, DILG memorandum circulars, and governance standards to ensure proper implementation.

Coordination

Serve as the communication and coordination link between the national DILG, regional offices, provincial government, and the individual LGUs.

Program Implementation

Implement and oversee DILG national programs at the local level, ensuring that programs are properly understood and carried out by LGUs.

How Sub-Cluster 1 Supports Local Governance

Technical Assistance and Advisory Services

Sub-Cluster 1 LGOOs (Local Government Operations Officers) provide day-to-day technical assistance to LGU officials on governance matters, including ordinance review, budget preparation, development planning, and compliance with national regulations. Each LGOO is assigned to specific municipalities to ensure focused and consistent support.

Performance Assessment and Recognition

Through programs like the Seal of Good Local Governance (SGLG) and the Performance Challenge Fund (PCF), Sub-Cluster 1 assesses LGU performance across six governance dimensions and facilitates the recognition of high-performing municipalities. This creates healthy competition and motivates LGUs to continuously improve.

Training and Capacity Development

Sub-Cluster 1 organizes and facilitates training workshops, seminars, and learning sessions for LGU officials, employees, and community leaders. Topics range from financial management and procurement to disaster risk reduction and community development planning.

Barangay Governance Strengthening

Beyond municipality-level support, Sub-Cluster 1 reaches down to the barangay level through programs like the Barangay Justice System (BJS), Liga ng mga Barangay support, and Sangguniang Kabataan capacity building, ensuring that good governance reaches the most basic unit of government.

Peace and Order Support

Sub-Cluster 1 coordinates with LGUs and law enforcement agencies on peace and order programs, including anti-drug campaigns, disaster preparedness, and the implementation of peace and order mechanisms at the barangay level. The Sub-Cluster facilitates the operations of local peace and order councils.
