Our Commitment to Accessibility

The Department of the Interior and Local Government (DILG) Ilocos Sur Sub-Cluster 1 is committed to ensuring that this website is accessible to all users, including persons with disabilities (PWDs), the elderly, and users with varying technical capabilities. We strive to meet the standards set by the Web Content Accessibility Guidelines (WCAG) 2.1 Level AA and align with the mandates of Republic Act No. 7277 (Magna Carta for Persons with Disability) and Republic Act No. 10524 on PWD employment, as extended to government digital services.

Accessibility Features

Keyboard Navigation

All interactive elements — links, buttons, forms, and menus — are fully accessible via keyboard. Users can navigate the entire site using Tab, Shift+Tab, Enter, Space, and arrow keys without requiring a mouse.

  • Tab key cycles through all focusable elements
  • Visible focus indicator on all active elements
  • Skip to Main Content link at top of every page
  • Logical, sequential tab order throughout

Screen Reader Compatibility

This website is designed to work with major screen readers, including NVDA, JAWS, VoiceOver (macOS/iOS), and TalkBack (Android). Semantic HTML is used throughout to communicate page structure.

  • ARIA landmark roles (main, nav, footer, header)
  • Descriptive alt text on all images
  • ARIA labels on icon-only buttons
  • Form fields with associated labels and error descriptions

Responsive and Mobile Friendly

The website is fully responsive and adapts to all screen sizes and orientations, from large desktop monitors to smartphones and tablets. Touch-friendly targets meet minimum size requirements.

  • Fluid layouts that adapt to any screen width
  • Text remains readable without horizontal scrolling
  • Touch targets are at least 44×44 CSS pixels
  • No loss of functionality on mobile devices

Color Contrast

We maintain sufficient color contrast ratios between text and backgrounds in accordance with WCAG 2.1 Level AA standards. Color is never the sole means of conveying information.

  • Minimum 4.5:1 contrast ratio for normal text
  • Minimum 3:1 contrast ratio for large text and UI components
  • Information conveyed through both color and text/icons
  • Link text is distinguishable without relying on color alone

Text Resizing and Readability

The website supports text resizing of up to 200% without loss of content or functionality. Clear, readable typography is used throughout to ensure legibility for users with visual impairments.

  • Relative font sizes (rem/em) that scale with user settings
  • Adequate line height and letter spacing for readability
  • No text in images (except decorative)
  • Content remains usable at 200% text zoom

Audio and Video

Multimedia content on this website follows accessibility best practices. Videos include captions or transcripts where applicable.

  • Captions provided for informational video content
  • No auto-playing audio or video by default
  • Media controls are keyboard accessible
  • Transcripts provided for audio content where feasible

Language and Readability

The website is primarily written in plain English and Filipino, using clear and simple language to ensure content is understood by the widest possible audience.

  • Page language declared in HTML lang attribute
  • Headings used consistently to organize content
  • Plain language used throughout
  • Abbreviations and acronyms are expanded on first use

No Time Limits and Flashing Content

This website does not contain any content that flashes more than three times per second, which could trigger seizures in users with photosensitive epilepsy. There are no strict time limits on user interactions.

  • No flashing or strobing content
  • No auto-refreshing pages
  • No time-limited interactions requiring immediate response
  • Animations respect the prefers-reduced-motion setting

Not Targeted

We acknowledge that not all content on this website may currently meet all Level AA criteria. We are actively working to identify and address any remaining accessibility gaps in an ongoing improvement program.

Known Limitations

While we strive for full accessibility, there are areas we are still actively improving:

  • PDF Documents: Some older PDF documents in our public library may not be fully accessible to screen readers. We are working to remediate these documents progressively.
  • Third-Party Embeds: Embedded content from external services (such as Google Maps) may not fully conform to accessibility standards. We provide text-based alternatives where possible.
  • Image-Heavy Galleries: Photo gallery content is primarily visual. We provide descriptive captions and alt text, but some detailed visual information may not be fully conveyed in text form.
